Yes, all drinks are included with the all inclusive, including alcohol. I know bottled beer isn’t included – only tap beer. I am not sure if the top shelf liquor is included, or just rail drinks (i.e. rum & coke vs. Bacardi & coke). If that is a deal killer for you, you may want to give Chula Vista a call and ask.
